  18. I'm going to make a Wild Assed Guess ('WAG') that USR pulled the code not due 
  19. to any legal issues but to prevent (1) people with non-US modems from 
  20. mistakenly (or intentionally) installing US code in order to get newer 
  21. features not yet implemented in the locally approved code and then tying up 
  22. support lines to get it straightened out, and possibly (2) to thwart the 
  23. upgrade plans of those who import US modems into countries where they are not 
  24. approved for use.
